Maybe it's coz he's an illegal alien and therefore can't get a job since he doesn't have any proper documents.
On a side note, I live in a country where there are also lots of beggars. I never give them money but don't tell to get a job either since there are too few jobs available! And almost noone hires people past 40. Yep, we don't have any welfare system, pretty much nothing. If you lose a job and got no other means to survive, you're screwed - nobody will give you a single dollar. All that will be left to you is to die in dirty streets from hunger and cold. No wonder I never really liked it here.

I tell them no. I don't see how anyone can live in the city and give money to beggars, if I did that I would be giving out at least $3-5 a day because they are everywhere.
I especially dislike the ones sitting outside stores, who seemingly 'know' you have change and use this to try to guilt trip you into giving it to them.

When I lived in Nasville, VeggieFrog and I would occasionally go to this one K-Mart. And every time we went, there was one guy standing outside beggiing for money. Everytime we went. So, one day I got kinda pissed, and one day I went in and he was asking for money... He was standing in fron of the K-Mart in the exact spot where they had a NOW ACCEPTING APPLICATIONS banner in the window. So, I got a job application to K-Mart and when left and he asked me for money, I handed him the job application.
some of them folks here in boston are professional pan handlers. They bring in quite a few bucks.
