You should shave after your shower because you will get both a more comfortable and closer shave.
Hair absorbs water at a much higher rate then skin, it expands more and is lifted away from your skin, making the cut closer and easier, meaning it is more forgiving those dull multi-blade razors everyone seems to love.
If you are having problems shaving after you shower it is probably because you are using a sub par shaving cream. If your shaving cream does not feel slick between your fingers it is not doing its job. Shaving cream is supposed to be a lubricant not a detergent.
If you want a really great shave, give up shaving cream in a can all together and go to a brush and bar method.
Want a seriously (dangerously) close shave, try using soap and mineral oil. Use the soap to clean your face, wash the soap off and then use the oil to lubricate your face before shaving. You will want a very sharp blade to do the cutting. Do not use a multi-blade system, find a good single blade razor for this.
