if i remember, hollow point isnt made to penetrate, but rather burst or break apart once it hits a soft tissue...which kevlar is not.

As far as I know from gaming, HP bullets do more damage to unarmored targets, because they are hollow and fragment / explode or something to that affect. Possibly causing a larger exit wound as well? They don't work well on armor because if they explode then they cannot penetrate the armor...
