A scientist in the UK was advocating this in an interview. To clarify, he was not advocating full-blown nuclear winter, but rather setting off a couple of nukes in a desert region to increase the dust in the atmosphere.

Proposal three is by far the best, as proposal two attaches the heatsink to one of the coldest parts of the earth, while proposal three places the contact points over the hot tropics. Excellent plan, I expect it shall work swimmingly, although cooling performance might not scale well to that size...
