Drink A LOT of water, use a good moisturizer specifcally for around the eyes, don't sleep quite as much, and exercise. If need be, meditate to relieve stress as well.

I'm thinking of a few solutions:
Take multivitamins
Eat healthier
Try 8 or 9 hours of sleep rather than 10 - 13
Get more excersize

and yes long hours the computer probably doesn't help either.

Asolutely drink lots of water, this is the best way to keep clear healthy looking skin.

Also as the others said, eat healthy, exercise, take vitamins, go to bed early and sleep at night (not daytime). I'd also add to moderate your computer use and take frequent breaks, because staring at a screen long periods of time is tiring causing eyestrain which aggravates the circles under your eyes more.

Realize it's a lot to do with genetics too.

Once again, my buddy comes in with a good idea.

I was going to suggest hitting up a department store and asking one of the girls to recommend some facial products.
Then go to Kmart and get the same crap for 1/5 price.

Do some research on the liver, google will bring up alot of information.
Supposedly a sluggish liver can create dark circles under the eyes and many many other conditions as well.

Good luck OP.

probably genetics you prob have thin skin under your eyes. I went to my derm and I asked for help... he said I have thin skin that causes blood vessels to show up. He suggsted to use "physicians's formula yellow stick" that can be found at any walgreens... use it like a concealer...

i wish i could do something... im not even aware of surgery that helps if it existed i would have gotten the surgery

I had dark circles under my eyes untill I stopped smoking. That was 15 years ago. Unfortunatly, they are coming back with age.
