I only have 1 NIC in my PC, which is integrated Gigabit. But for some reason after I formatted my computer I see Local Area Connection 2. It is called Microsoft TV/Video. The IP is like 0.0.1.4 and it will not let me uninstall or disable it.

What gives?

Thats normal and will be there if you have certain video cards that are capable of (in theory) receiving data on certain channels. It's a network interface to that data, not really used in any applicatoins I know of, but part of a standard MS was pushing with XP launched...

I thought this happened when you installed certain blutooth devices, a simple reboot gets rid of it.
