Where do I get rid of the dirt? Everywhere around here has a "No dumping" sign. The soil has a lot of pebbles/stones in it, so I don't want to just spread it around my yard.

You didn't need to dig up the dirt to put mulch down. Throw the dirt back into the garden/flower beds and mound it, leaving the front edge 3"-4" deep for the much.
The top of the dirt was even with the sidewalk hence the digging.
