I have 24X burner.. can I use Cd's that say 4x-16X speed?

Yes, but most likely you can only burn at the speed the CD is rated for. Some 4-16x rated CDs burn just fine at 24x, but not all.
 
Depending on the brand of CDR and your burner you may be able to burn at 24x. Certain brands of 16x CDR's may burn at 24x on your burner but not on mine. Even certain brands of 24x rated CDR's may not burn at 24x on your burner but do on mine. It's pretty much a toss up. CDR Labs tests different burners with different brands of media. You may be able to get an idea over there.

so will the CD burn at 16X if thats the max of the CD.. or will it not burn at all
