The reason they are targeting pricey vehicles first is to get something with good margins.
A low cost vehicle with great range when they don't have the charging stations in place is difficult because of battery technology. The energy density is not high enough to make a small vehicle because the batteries take up so much space and weigh so much.
There are a number of big innovations on the horizon that could increase energy density by 10-fold, this would bring affordable vehicles to everyone.
