I completely agree with Landroval.

You've got to speak to your boss face to face and you've got to do it ASAP! Email aint gonna cut it. He needs to see it in your face and hear it in your voice that you are completely distraught and baffled over a stupid action by a stupid friend. Email cant convey what you can in person. Spend five minutes face to face and he'll get a much clearer picture of what really happened. You can dig your way out of this but you better act quickly before his current impression of you starts to sink in.

Next. Lose the friend. If he can't even manage to recognize the repercussions of including you (without your knowledge) in an attempt to break the law (WITH YOUR FREAKING BOSS no less...) he has proven beyond all doubt that he can and will damage your standing in an attempt to further his own. This does not sound like a friend by any stretch of the imagination. Your choice, but if you keep the status quo, you might as well count on more of this type of thing happening. Maybe next time he attatches you name to a stupid idea, there will be much more at stake. Are you really willing to risk that? It doesnt have to be a big confronation if you dont want that, just start putting more and more distance between yourselves and let the friendship fade.

Sorry to rant but I've been in a similar situation and I'm speaking from experience.
