I got charged $50 by a notary to transfer a title.

Isn't it illegal to charge for notary services? Hang on I'll google it.

Laws in Georgia:

The fees a notary may charge the public for performing notarial acts are:

Administering an oath -- $2.00
Each attendance on any person to make proof as a notary public -- $2.00
Every other certificate -- $2.00
It is not lawful to charge more than $4.00 for each service performed. The $4.00 fee includes a $2.00 fee for performing the notarial act and $2.00 for attendance to make proof as a notary public and certifying the same
A notary public is not required to charge fees for notarial acts
You must inform the person requesting the notarial act in advance of the fees that will be charged

Laws in Oklahoma:

What fees may a Notary Public charge?

The maximum a notary may charge and collect for each notarial act is Five Dollars ($5.00.) [49 O.S., § 5] Notaries are not required to charge a fee. If a fee is charged, it is recommended that it be recorded in the notary's official records.

Notary.org says:

How much can notaries charge?
A notary in Pennsylvania is required by law to charge a notarial fee of no more than $2.00 for each act. On acknowledgments, a notary may charge $1.00 for each additional signature; on depositions and protests, a notary may charge $2.00 per page. A notary is also permitted to charge clerical and travels fees, provided the charges are reasonable, understood and agreed to by the customer beforehand.

I'm pissed. I'm going back tomorrow and demanding a refund

Definitely do that - and threaten to contact the State AG if the Notary is a jerk.

Otherwise I think the going rate is around $20 per notary signature.
