It's PAL. How can I view it? Do I have to buy a PAL VHS player, if so, what is a nice (inexpensive one)? What aremy other options?

No, actually it's a home movie of the town my family is from - which is why I really want to see it! It's a little town, so I have only seen one picture of it, and that was of my great great grandparents sitting on a horse-drawn buggy.
 
There are plenty of shops (around here at least) that do PAL->NTSC conversion. See if you can find one near you.
 
If it was DVD it'd be easy to convert. VHS... that's another story altogether. You'll either have to get a special VCR, or have someone convert it for you. It's going to be a lot cheaper to get it converted by some local company.

There's also a chance that if you have a video capture card in your computer, you can play it back on the VCR and adjust the settings on your capture card to view it properly. It all depends on whether or not your VCR can output in PAL format; I'd say theres a 50-50 shot. The expensive part of that VCR Rallispec posted is the PAL50<->NTSC conversrion.

I second this. We had to convert NTSC > PAL when sending tapes overseas. Its the cheapest way really.

Won't work. His VCR can't output in PAL, otherwise he would be able to watch it on TV without needing to go through with that tedious conversion.

Erm, no. His TV (almost) guaranteed only takes NTSC inputs. If the output is PAL, then the TV can't interpret it.

I could launch into a long explanation of why, etc. etc., but I won't. Short version: NTSC framerate: 29.976 fps. PAL framerate: 25 fps. This is directly related to the refresh rate of the TV. If the refresh rates between input signal and TV don't match, you don't see the video
