I give up

Hello!
My e6600 with Scythe Mine Cooler is runnning hot but not only that, my mobo runs about 45C idle. My CPU is at 46C idle according to SpeedFan and 40C according to CoreTemp
I just reseated the HSF but this did not help. When I booted, I went into BIos, and saw the temp around 32-33C but when booted into XP, it got from 36C to 46C in about 10 min. What am I doing wrong? I also upgraded my Centurion 5 rear case with ThermalTake one(blue led one) and didn't see any improvement either.
Is Ninja Cooler much superior to MineCooler? Any other recommendations to cool down the system and CPU?

this has to be the most common complaint i see now --

from all that i have read so far..i am not so sure.
