They helped Saddam build a nuclear power plant and violate UN sanctions with their trade policies towards Iraq.

If France was against the Gulf1, they could have blocked it with their Veto. But they didn't. They voted for the war. So it seems that you are incorrect.
US also did business with Saddam back when France sold them the nuclear plant, so you aren't any better.

The fact that one from the governemt of France isn't worthy to proudly be added to his US medals is completely understandable in my book.
Send it back, tell them why. Also let them know the next time they better fight harder and last longer, we're done bailing them out....
