What is the average time it takes for water to reach your tap from its municipal reservoir, be it underground or above.

it depends on how far you are from the resevoir or tank.

I don't think that's true. I mean, there's still a little bit of hesitation between when you turn the knob and when the water comes out, right? 😕
 
you would need to know the distance the water travels, the diameter of the pipe, then determine volume, then factor in flow, etc.

call up your local city public works/engineering department and they should be able to answer it for you.
