I did it but then "The Problem"

I never got my p4 to run more then 3.2Ghz until yestoday i got it up to 3.5+ but as we all know windows xp
didnt load maby i need a fresh install so i restart and the comp is stuck in this reboot again and again it never gets to the bios i removed the bios batery got it back in got to the bios changed the speed from 200mhz to 217mhz and again it cant boot and this morning did the same thing and its fine any ideas?
