Sometimes subways require your dog to be in a bag to travel. This might qualify? I don't know a ton about the requirement, but New York is like that. Maybe others?

A lot of people really believe their pet is no different from a child - fur babies as they're called. It's really very sad. I have no doubt that this is the result of the fact that many of us are becoming increasingly isolated. People have always had a soft spot for their pets but I think we've leveled up a bit.

Trudat, probably correlates with the massive drop in reproduction.
 
We got one like this as a joke for my SIL who has a hyper and yippy pomeranian (Aka a normal pomeranian) she treats like a fur baby. So she put the dog in this and dude became super chill immediately and took a nap. I would have thought it would be uncomfortable but he actually likes it and wants to be in it. So.... yeah not how we expected it to go

I also paid like $5 for it

Imagine not having to hoof it to a meeting halfway across campus, and you could play on your phone the whole time!

Why not a rickshaw? Much more comfortable.

I guess you could use a backpack rigging that let you carry a person sitting facing backwards but it is not comfortable.

hopefully its just small children using it for stuffed animals .. putting a real animal in something like that is abuse, plain and simple.
