I can't run Fallout Tactics. Please Help Me out if you can.

I try to run it and the screen goes black for a couple seconds, then it crashes back to the desktop. I downloaded and installed the latest patch, changed my video drivers, reinstalled the game, and nothing has worked so far.
I would like to play this game. 🙁
