I Cant Remove A PII 400 Slot 1...

There should just be some things on the top that you pull in, little plastic things attached to the casing near the edges on each side. Just pull them inside and yank it out. I'm assuming this isn't an OEM computer, my Dell PII 400 had additional things holding it in place, but not soldered in like saltedeggman.
 
Ok dude, it is really easy. There might be a cross bar that goes through the bottom part of the heatsink to keep it down. Unlatch that thing by pulling it away from the heatsink. Then at the top corners of SECC cartridge there are two latches that you press inward. Push then together at the same time and pull the cartridge out. Easy as that. 😉
