I can't install IE7 in XP SP3

I've just formatted my XP SP3 partition and created a completely new one, it was simply due. So I installed XP (x86, Home Edition), and then SP2, and finally SP3, then went to Microsoft.com and downloaded all updates except for IE7 which I unchecked since I didn't plan to use it. And so after a couple of reboots and decided "ok why not anyway", so I went back to Microsoft.com and downloaded IE7 from the available updates.

That's where I have a problem. The executable itself starts, then the first download process also starts, but it hangs at 0%, and then eventually it says that it's downloaded necessary updates, and the automatic Microsoft malware removal tool starts up and I can see my HDD working a bit, and the process bar is still at 0% and suddenly it tells me that the program didn't install IE7 and that I have to restart.

I've checked my current IE version and it shows as 6.0.2900.5512. I'd appreciate some help as resolving the issue.

Easy to fix.

Just go to C:\Windows\System32 and find and register Wups2.dll.

To do that, right click on it and select 'Open With' then 'Choose Program' and find C:\Windows\System32\Regsvr32.

If you choose to 'Always use the selected program to open this kind of file' then all you will have to do is double click on any .dll to register it.

Once you have registered Wups2.dll your problem will disappear.
 
Thanks for taking your time to help me, it's appreciated. The .dll registration worked, but the problem still persists. After the IE7 installation program closes it sends a URL link to my Desktop and it brings me there:

I've tried every single solutions they present, and it doesn't work either. So, since my XP install is fresh and I hadn't installed any games or anything important and since every programs I have are on my back-up DVD's I think the simplest thing to do is to reformat, again, and start from zero. But if that doesn't work then that will be a whole different story, I guess it could mean that somehow my XP install CD-Rom is faulty.
 
I'm really out of ideas now. I've just finished my new XP install, it's entirely fresh from a long reformat, I even verified bad sectors on my HDD, but nothing was found. I've installed SP2 as usual, then SP3 (and that was off-line, I never go on-line until I install SP3 and disable some risky services such as WebClient, then the first browser to be opened is Firefox). And, once more, all Microsoft.com's updates installed fine, except of course for IE7, it's the exact same error. It acts as if it couldn't connect on-line but I'm here typing this and my ISP and Router and Internet connection is all fine and dandy.

I will use my secondary on-board Ethernet (using Realtek's right now), and I'll see if changing from Ethernet type will help. If it doesn't help then I think I will call Microsoft and ask them a new CD-Rom copy of XP Home Edition... if they still have them. I think that mine may be damaged (it's very old, I got it when XP was released and it traveled in my Drives and CD cases). If it was damaged I doubt that my XP reinstall and reformat would have worked at all, but we never know I guess. I wish Microsoft could split-stream their own products and the updates they make, that would save me some time.

Run that and select the IE7 installation. That should clear up the issues of the URL popping up

It's not installed, it refuses to install completely, the launcher starts, then the progress bar doesn't fill up at all, it acts as if I was off-line, then it tells me that it couldn't install and that I need to restart my computer to confirm the removal changes.
 
I've just received a suggestion from another discussion forum about using Darik's Boot & Nuke utility as a bootable disc to completely wipe out the data on my hard drive, is it a known program and is it indeed more efficient than a regular reformat from the Windows XP CD?
 
Ok the problem has been fixed guys.

I went to my friend's today, and he and I tried a couple of things, and we eventually found out that my DVD-Rom was faulty, partially, just enough to corrupt some DVD's on which we tried to burn data on, we then used the same DVD's on another DVD-Rom drive and we tried to copy/paste the data on the HDD's and about half of the files couldn't be pasted, they were damaged/corrupted. And then we cleaned the DVD's using his drive and we tried the same above process, and then it worked.

The problem in my case with more details was simply that because the DVD-Rom is dying on me and because I always install my Windows XP/Vista from that drive then it somehow corrupted the installation, some files were probably installed but they may have been damaged, maybe not inside the system32 folder or anything very important locations like that, but maybe just enough to cause problems in a few number of programs including IE, which is basically the Windows' interface.

The only thing we did after we found out the cause was to physically remove my faulty drive from my case, place his drive in its place and use it for a completely new XP installation (with the exact same XP installation CD-Rom, to make sure that the CD itself wasn't damaged by the drive). And I'm now typing this from that new installation with Internet Explorer 7 installed on the first try without a single issue. I'm happy now, but I still need to find out why my Steam refuses to update when I launch it (but that's another subject).
