I can't get 1Mhz over 200HTT with my 3200 Winchester

I have a Neo2 Platinium and a 3200 Winchester. My RAM is Mushkin Lvl2 Black BH5 2x512mb. Whenever I try to up the FSB I can't even get into Windows. Here's the settings I last tried.

High Performance Mode: Manual
Aggressive Timing: Off
Dynamic Overclocking: Off
Spread Spectrum: Off
HT Frequency: 4x
C&Q: Off
Adjust CPU Ratio: 10
CPU FSB: 210
AGP Freq: 67
CPU Volt: Startup
Memory Volt: 2.8
AGP: default

The timings I used in the DRAM config were 2-2-2-10 2T. I've tried 2.5-3-3-10 at 210FSB to the same result.

Now that should be a piece of cake for this system to do but no. It just reboots right away. What am I missing here? Is my RAM so bad that it can't take a 10Mhz OC? I'm at a loss. It runs perfect at 200 FSB 2-2-2-10 but if I raise that FSB 1MHz it crashs right back. I'm using the 1.4 bios by the way. Any help or suggestions on this would be great.

Edit: I've also tried setting the DDR to 166Mhz and it still does it.

Have you tried using 1 stick at a time. One of your ram sticks might be a little flakey.

Hmm, didn't see you edit at first. You could try lowering your HT Frequency although it should be fine like it is unless some compnent is flakey.

It's also possible it could be the CPU. Heatsink seated correctly? thermal paste? tried upping voltage yet?

Make sure your're also using the correct DIMM sockets. If you put both DIMMs on the same channel, not only do you lose the dual-channel bandwidth benefit, but you also make the RAM subsystem a lot less stable. Many motherboards will only run 166 RAM bus with two DIMMs on a single channel. I don't have a Neo2 Platinum manual handy, but just double check the RAM section and make sure you're using the recommended sockets.
