When very few companies have complete control over something that is virtually a necessity, then yes, gov't does have a responsibility to help regulate prices. The infrastructure and economy of our nation is based on access to cheap fuel. It's a little too late to say "everyone in the suburbs, move back into the city, NOW." If you're geographically challenged, find a map of the world or a globe and look at the size of the United States. 200 and some million people. Then compare it to just about any other industrialized nation on earth. We are spread out! Don't forget, gasoline and other utility costs affect the price of virtually everything else produced for consumption.
FYI - The gas shortages of the 70s were caused because of government regulation of gasoline. While prices are high right now we aren't seeing the long lines caused by shortages.
Price controls don't work.
