I can use winmodem under redhat7 to dial up ISP, but how to config netscape to surf online?

1. I have chinese win98, win2k, redhat7 installed. I am trying to use winmodem under linux. I found a lucent drive and installed under linux. Now I can use minicom to dial up myschool isp, and use telnet to access my unix account. But when I open netscape, it still says "can't find the server name". Could anyone tell me what set up I need to do in order
to use netscape to surf online? Also when I let my gnome to detect a dialup setup, it did recognize one, but when I try to debug, it doesn't pass. Do I have to use minicom everytime?

2. I can't use g++ to compile my *.cpp files. I can't find java compiler either. I installed redhat7 with full package installed. So, I don't have a chance to view which package is included. Or it might have been installed but I need to setup the path or something. Anyone has experience on this? How should be know if they are installed, and how to installed them if they are not. What's the package name for c++, java, perl, lisp compilers. Is there a way I can know what packages has been installed in the system?
