I can turn my system off ... but then not on. What's wrong now?

The bottom line is that I turned my HTPC on, the PS popped ... three weeks later the warranty replacement arrives. In the meantime I bought another EVGA 430 PS from Amazon, slipped it in and everything seems to work fine. I have my HTPC mounted in a Cooler Master Elite 130 MITX case. Just the other day I turned it on and it ran fine for 3 hours. When I turned it off, the blue power light went black and then started blinking at about 2 Hz. At this point if I try to turn the system back on I get no response ... nothing. If I unplug for a minute or press the power button for 30 seconds it will tend to go off. At that point I can then power on the HTPC.

I've done a bit of research on this and come up with inconclusive evidence that it might be either the MB or the PS. I plan to replace the PS I bought from Amazon with the warranty replacement to see if this clears this up. If so, then perhaps I have another bad PS. Was hoping that others might have encountered this problem and could share their solution(s).

Sounds like Windows 8/8.1/10's "Fast Startup" feature, where instead of shutting off completely when you shut down, it actually saves a hibernation file, and then throws the system into an ultra-low-power sleep state. Then, in that sleep state, it is getting confused, and not powering up again. (Could be mobo, could be a multitude of reasons.)

Try disabling Fast Startup, somewhere in the advanced power options.

I would agree that disabling fast startup is a great first step. Odds of having two bad power supplies in a row are very low.

I am running Windows 7. I upgraded to 10 but decided to roll back to W7 as a personal preference. Does windows 7 have the fast startup feature? My searches have been inconclusive. Thanks ...

Windows 7 does not have fast startup, however, I was looking into a guy's Windows install a few weeks ago. Like you, he took the free upgrade to Windows 10, didn't like it, and went back. If you start looking deep, it is a mess. System restore no longer works, many of the scheduled tasks were damaged, and it seemed like a few other things weren't working quite right. I got it good enough for him to keep using, but if it were my personal computer I would have probably wiped it.

So you might want to try a fresh install of Windows before you start swapping out power supplies again.

Crap. Both of my PCs were rolled back. I suspected that Win 10 might be the problem. I've also been having issues with Windows update NOT updating the OS. It just sits there at 25% CPU trying to find updates to no avail.
