1. My friend's dad got her HTC Droid Incredible 2 (retail new) while they were both in China.

2. She tries to activate it here with VZW (they have exact same model), but they can't do it because internals are actually different.

3. Is she shit out of luck or is there a way to unlock the phone?

Answer: Different CDMA bands, you can't change a phone's frequencies. Stuck with what you get.

VZW uses the 800/900/1200 bands here in the US.

According to this: http://en.wikipedia.org/wiki/Cellular_frequencies
China's CDMA bands are 2300-2400.

Only use that phone in the US is a mobile wifi device.

This is why GSM rocks sometimes. Get a phone with a sim card, it is usually universally accepted between countries.

Edit: Upon looking at Incredible 2 specs, it dual supports GSM and CDMA. That means it will work under AT&T and T-mobile when unlocked.
