I CALL ON ANAND TECHER'S FOR HELP EpoX 8KHA+ w/ Athlon XP 1700+

here we go.
I have a friend that just purchased BRAND NEW stuff. Here the specs.
Epox 8kha+ (latest bios revision) w/ athlon xp 1700+
Thermalright SK6 with Delta Fan
2x 256MB Sticks of Crucial PC2100 CAS 2.5 DDR RAM
IBM 60GB Deskstar
350W PSU.

OK. I set up his processor and motherboard but on initial boot I got a speed of 1100 MHz (100 x 11.0)
So I bumped up the FSB on the motherboard to 133 and at first it POSTed the new speed (133 x 11.0) = 1466 = 1700+
However, it quickly frooze up. I then tried to change the jumper on my motherboard to 133. Nothing changed. it is recognized properly BUT it freezes (sometime even in the BIOS options screen).
I immediate considered heat (even though this is the speed it is designed for) but heat was normal. 115 Farenheit (sorry I dont know Celcius). I tried upping the voltage to 1.85. No difference... bumped the RAM voltage up a few notches... no difference. The highest I could stabily run the computer with no freeze up's was with a FSB setting of 112. I dont know what else to do. I have tried everything I can think of. Possible, bad motherboard or CPU?
Please help me
Thanks,

Ditto what ^^^^^ said. Also, you'll get quicker help in the Motherboard forum... becuase Highly Technical is not browsed as much as the other hardware forums.
