your answer is it depends on what type of number your using (ex: whole number, rational number, irrational number ect) also the way you write it your answer is no, if it were a repeating number things would be different however I can have 99.99999999999999999999% of an apple without having the entire 100% or in reverse I can have 0.99999999999999999999% of an apple without having 1%
