Lets say, hypothetically, that someone requested a favor from someone of authority. Now, lets say this "favor" was granted by the person of authority. After the favor was granted, the person whom requested the favor used the results of said favor in a joking manner that could be construed and/or interperated in such a way that could possibly damage the authorities reputation in a given community.

Given the above information, ambiguous as it may be, what would ones reaction be acting as the authority? Would one punish first, ask questions later? Would one contact the offender and request clarification and/or an appolgy? Would the offenders mental health, which on occasion imparies offenders ability to reason and determine cause/effect in a rational manner, be a deciding factor in determining action?

Again, this is all hypothetical...
