Hypothetical VOIP question

I have a hypothetical VOIP question. Suppose my neighbor has a wireless connection and VOIP telephone service. If I connected to their network with an AP and plugged in a VOIP enabled router could I receive their phone calls?

I have no intetions of doing this. A friend is having problems with their phone calls going to their neighbor who is connecting to their network.

Mainly because asking how to steal service from another is illegal? Tell you "neighbor" to google "securing wireless network"

To answer your question: no.

VOIP service does not work based on your IP address. Most of the time, it's SIP based, which has a registration which tells the server who you are. It could be somewhat unpredictable depending on what kind of router your neighbor has, though. SIP can be finnicky when used through NAT if it's not properly configured. That's why they usually install the ATA in front of the router.

Normally no, their calls are tied to the MAC address of their VOIP device. Any where they take their VOIP device, they will revice their calls.
