If congress has officially delcared war-

is it possible to change presidents (example, say the "war" with Iraq goes on for four years) through elections?
I thought it was a rule in the constitution or something. or am I sadly mistaken? 🙁

Sadly mistaken I'm afraid. FDR was re-elected for his 4th term in 1944, during WWII. Unless something has changed since then, there will be elections during the war (assuming there will be).
