The rainfall is inconsequential compared to the bigger problem of storm surge. A strong hurricane would literally push the nearby oceans and lakes in to NOLA, and like you've said there's no drainage, so it becomes one big toxic swimming pool. If a storm hits just right, we would be talking about the permanent destruction and abandonment of NOLA.

I'm here in Metairie, 5 miles west of New Orleans. Doesn't look good. Gonna head to Baton Rouge to at least get out of the "bowl" in case of the theoretical worst case storm surge.
