Will Integrated Circuits be used to police and manage our various human rights?

Right now, a system is being put in place that will manage our rights. At first, like with Vista there is the promise that we can decide to have the external features of Human Rights Management turned off, but..the little integrated circuits from Infineon or Phillips or whomever.. well they will communicate with each other and if they can limit the quality or resolution of our viewing or listen experience, just what else could they limit?

How long until Human Rights Management Chips manage our rights to enjoy our hardward and software legally purchased or... our rights to buy or sell?

What is the real goal behind the varius technological alliances and platforms that are steadily being put into place? When closing a previously open system, when seeking secruity for software firms and content providers, what rights are being managed and could this lead to the loss of privacy and other human rights and freedoms?

Technology is just a tool. Every organized society in history has used whatever technology was available in order to police their citizens. The only difference is that now technology is becoming so sophisticated that total surveillance of every member of a developed society is just around the corner. Previously this was not an issue because no such capability existed.

Is it going to change our world: yes, undoubtedly.
Is it going to be the absolute mode of control: no, with equal certainty.

Because human adaptibility and innovation will still persist despite whatever external limitations are imposed. The logical conclusion is that when we will no longer be able to feel free enough, the society will undergo a drastic change, and the cycle will begin again... except that, as with everything else, the turn of the spiral will be shorter, and the cycles closer together.
