HTT issues with Opteron 165 (?)

I'm trying to go over 290 HTT and every time I boot @ over 290 CPU-Z and other apps show it running at 9x289.... (2.6ghz).

I know my HTT can go higher because I was running my 144 @ 305x9.

What could be the issue here?

C'n'Q; normal board fluctuations, among other things.

Divider problems?

C n Q is disabled. Could it be a divider problem? Divider is at "133mhz", which is 3:2 beleive...

Board fluctuations on the HTT are normal? A few mhz on the cpu at a given HTT is normal... but an HTT fluctuation?
