Most certainly and I've built two of them within the last month using the Gigabyte H77N-WiFi MoBo and an Ivy Bridge i3 with HD4000 graphics on the chip.

Yep. Might be worth using lower power components and intergrated graphics to keep it cool though.

If money is not your end point it's fine. You can probably build just as good a unit for 1/2 price. If you are only building for HTPC (no gaming), you only need 4GB RAM; you don't need an i5 CPU, an i3 or Pentium with good on board graphics is fine. Delete the graphics card as it's not needed for HTPC. Don't know about the MoBo as I use the Gigabyte board I already mentioned.
