HTPC users 25fps to 23 or 29fps smoothly on NTSC TV

I have a standalone dvd player that plays avi files as long as they are 23 or 29fps they play smoothly,it will play 25fps avis but they have jerky video,my computer plays them no problem.I am building a HTPC,my question is will the video on it in 25fps be "translated" to run smoothly on my NTSC TV or if there is a software player I could use for this?

what's the make/model of your dvd player?
what hardware and software do you use now?

Yes, the PC's TV encoder will make the necessary conversion for the standard so there will not be an issue with various frame rates.
