I'm not sure what you mean. Graphics don't resize, they what ever size they were created at. You could use frames and leave some with only the background color. When someone resizes the border frames resize and just show more background. Does that help?
 
Ahh, I see what you are saying, if it was just text then it would automatically resize. I'm using some flash buttons and I have them lines up across the top. So since they are graphics they won't resize with the page right?
 
Nope. Text won't resize, it will just shift unless it is control by a particular frames size. (i.e., if you had a 'middle' frame that was no wider than say 640 and you use * for the width of the outside frames.)
