I think even if he paid someone locally to build a cabinet for the Tempest, he would still be ahead of the game. Also, keep in mind that an amp would have to be added for the cost of $89 - $128 for a 250 watt plate amp.

Or, instead of a plate amp, get this puppy, bridge it and do the Tempest some justice: Nady Pro Amp

I think that one advantage to a "downfiring" sub might be in the stability of the sub box. Meaning, that the sub's movement won't "push" the box around, I could be very wrong about that though.

Anybody willing to put the time & effort into doing a good home-built can far exceed SVS capability at a fraction the cost.

On the original question, there is no real difference, there are people running upward firing Shivas, forward facing Tempests, downward firing Tumults, you name it. As long as the driver is rated to run in a particular orientation, it should be fine. Many times it's a matter of convenience, for example when building my Sonosubs any direction other than up or down would be a little hard to do, & upward firing would have made it EXTREMELY top heavy. So downward was the only option.
