Zalman CNPS 6000 Copper. $39.95 and has a noise rating of 36 dB. Also has a speed controller to reduce the fan speed down to 1600rpm @ 20dB.

Another one that could be nice is the Thermalright SK-7 with an adjustable-RPM YSTech "rheo" fan: $35 + shipping Noise levels from 18dB to 40dB. Fan specs here.

i know the svc gc68 isnt as high quality as the sk7 or ax7 but can it handle a 2000+ xp overclock? maybe a different fan? i like the fact that it has an 80 mm fan.

Volcano 7 only if 7+ copper hs, and volcano 9 only if like $15 or under.
They're just not that spectacular :/

SLK-800 ($45) with a cheap $5 80mm case fan.

You will NOT regret it!

SLK-800 is one of the top heat sinks.

I wouldn't use my GC-68 on a 2000+. I don't even use it on my 1600+. It does have an 80mm fan, but a lot of the fan's airflow only goes through the fringes of the heatsink because of its shape. For the record, the SK-7/YSTech combo I suggested is an 80mm setup, and so is the SLK-800. Both of them should whup on a GC-68, performance-wise, and that means you can lower the airflow (or raise the overclock).

I use a GC68 on my XP2000 without any problems at all. Just use artic silver and you will be just fine on temps. I've seen 55 max on my computer and thats pretty good IMHO.

I have a 1700+ with the retail heatsink / fan. I just ordered a GC-68. How much better is the GC over the retail? I also ordered another panaflow fan for the side-case fan. (It also will blow right onto the CPU). I am hoping to keep my 6 fan rig down to a dull roar.

I use a OCZ Goliath. $19.00 from 1CoolPC along with a 60mm to 80mm adapter ($13.50) and a Stealth 80mm fan ($10.00). $42.50 total shipped free. You can always get a differnt fan. But I like the extra airflow the Stealth gives along with RPM sensing that the Panaflo's do not offer.

So my setup is just $2.50 more than your budget. So you could either fork up the extra cash or downgrade the fan to whatever you want. In either case you end up with a quiet setup effective at cooling. BTW, the computer I have it running on is a XP 2200+. So it should handle yours fine.
