there's an HP that I'm trying to fix and the laptop has been infected with crapware

I recovered the system using dual OS since the HOME edition was so fed up it disabled media exploits so I installed Pro on the same drive and recovered the data before I wiped the drive clean and installed XP Pro.

p4 3.2 GHz
512mb RAM
80GB HD /partitioned 30 and 50

ran slow before, still runs slow with everything turned on and installed
everything on default settings

can someone tell me how to access the BIOS so I can make sure the thing isn't clocked at like 700 MHz or that it's not using powersavings all the time I want to reset the BIOS and if that doesn't work update it at least

plz help me out. I've seen pentium 4 laptops with similar specs and don't see them slowing down this bad, the system runs, yeah, but it seems like it's running at several hundred MHz
 
A quick check is to right-click My Computer and choose Properties - the system description should tell you what speed the processor is running at. To get into the BIOS, reboot the machine and see what comes up on the screen. It should say 'Press xx to enter Setup', where XX is something like Del or F1.
