HP Xeon workstation runs way too slow for its specs...

I have an HP XW6200 workstation with a single dual-core 2.8GHz Xeon processor and 1GB of stock Micron registered DDR. I recently added another set of Micron registered DDR for 2GB total populating all 4 DIMM slots to try and solve this issue, but the system was actually noticeably slower! I took that pair out and had a performance gain back to square one, but still below par for what I expect out of a system of this caliber.

Programs (the largest of which are just Photoshop CS and Office 2003- no games played) should fully start and close within a few seconds on command, but 10 seconds for most programs is the norm. Commands in general for everything drag on and on and on.

XP Pro, Norton 2005 virus scan OK, system defrag OK... Other hardware specs include an 74GB Raptor SATA drive, dual-DVI GeForce 7600GT w/ dual Samsung 22" LCDs, SB Audigy card, Linksys Wireless G PCI adaptor... let me know if you need more.

For the level of specs that this machine has, it runs far too slow - about the same pace that my old 1.8Ghz P4m Thinkpad did - and I'm just stumped. I keep a clean operating system maintained, defragged and programs unused uninstalled. Are there some BIOS settings I missed for optimization? Should I just reload the OS? Please throw some suggestions at me- thanks.

Were the chipset drivers installed?

Is the hdd running on DMA or PIO (look in device manager)?

What is the bus/cpu speed? - look carefully when starting up at the post screen, or enter BIOS.

Is it quicker in Safe Mode were many things are not running like Norton, which is known to bog down some PCs.
