HP Stream 7 charging issue

So I just got my HP Stream 7 tablet yesterday and have been fiddling with it. All has run fairly smooth, except for one issue; when I plug it into my tower, it won't charge, nor even act like it's plugged in. It works fine and dandy when it's in the wall, though. Any advice?

Some/most desktops won't supply more then the minimum .5a USB1 spec unless it detects a device on the other end that it can install some kind of generic driver for. The HP Stream being a windows machine with USB charging port does not report to connections as a device.

Things change when using an OTG cable, as the Steam 7 can detect OTHER devices. However it cannot be charged when the OTG cable is used.
