HP Pavilion Win98SE Task Bar Locking Up

Looking at a friends computer running Win98SE. When it boots up the task bar is locked up, the desktop icons can be accessed and programs run, but try to click on the start button and nothing. After doing a CTRL-ALT-DEL you can see a program called Wupdater not responding, end this task and the start menu pops up and then locks up. I managed to locate the file...its in the C:\program files\common files\updater.....directory. It also has several references in the registry. The system boots fine in safe mode and the task bar works fine.

Does anyone know what this wupdater is and how to fix this problem?

did a search on google of Wupdater,,,,,looks like this is either spyware or a virus, as I type this message I have the hard drive out of the maching and running Norton Anti Virus on it.
