HP Laptop CPU Problem

I have one of the coveted HP laptops from Wal-Mart. HP has not gotten back to me with an answer to this problem so here it is: the CPU fan will run on start-up but when Windows finishes loading the fan turns off. Is this an energy saving feature or a malfunction? I would think the latter but wanted to ask you learned people. Thanks for your help.
 
Wait and see if it fires up again when it warms up, play a game or something. My friend's laptop would only fire up the fan when it was warm... like when he was playing a game during class (this was backk in high school).
