Here's the deal:
HP makes the 57/58 combo pack in 2 varieties. One with a free paper sample and one without. Check the HP online store to verify this. Staples obvoiusly discontinued the one WITHOUT the free paper sample, because everyone wants to buy the one with the paper sample. As often is the case in retailers, slightly differant packaging and bonuses often are stored under the same SKU. It confuses the issue to have more than 1 SKU when the product is nearly identical. And then the people that order get confused. This way every order is the exact same SKU and then the warehouse can fulful it just by sending whatever they have availible, most likely the new packages.
This means when you check online under that SKU you have no way to tell if what you are finding is the old discounted discontinued combo pack, or the new normally priced with free paper sample pack.
Thus, the reason why people want to know the UPC codes. The UPC codes are almost ALWAYS different since they are from manufacture and not from store.
So, if you can find the old pack that doesn't have the paper sample, its much cheaper since its discontinued. If you knew the UPC number to look for you might be able to find it easier.
Again, where's the fraud? This is simply looking at the product identification numbers in order to find the cheaper discontinued versions. This is not something like trying to get double rebates with only 1 original UPC or some such.

Edit: BTW, UPC and SKU are both public knowledge, there's nothing secret about the numbers. Especially the UPC. Heck, the UPC could probably be found out by ordering directly from HP store, they still sell the type without the bonus paper, albeit at the full price. As for the SKU, its on anyone's receipt who purchased these packs from staples.
