I've got a Chieftec and an Antec similar to this. They are made by the same company and just rebranded. The Chieftec came with a different psu, the Antec is an Antec. I've got both of my cases stuffed with fans now, but when they didn't have so many, it was a very quiet box. And now they can be made quieter with the quiet fans that are out now. I think the reason so many start (and end) with this case is the quality of construction, room inside, hd bays and optic rails. Plus they are good looking without a lot of flash, but you can dress them up if you want. I still have the original Antec I bought almost 3 years ago and can't get myself to part with it. Just keep upgrading it. And to give you a definite answer on the fans, the case fans are going to give you 90% of your noise unless you go with a screamer of a cpu fan. I've built many boxes for friends with a lot of the newer, flashier cases and I like the Antec/Chieftec line for ease of working inside and quality. I'm one of those strange people who doesn't care for a removable mobo tray.

I would say so yes.
you might want to look into getting a case without a PSU and getting a Silverstone (or some other brand) of passively cooled power supply to completely cut down on noise. get a Zalman CPU cooler and a quieter cooler for the video card and you would be rocking a very quiet PC.

I'm suprised no one else has mentioned it, but the Coolermaster Stacker might suit your needs. It's large (good for water cooling), and heavy (probably a minus, but some people - like me - like a solid sturdy case). It's also quiet and runs pretty cool, and if you're wanting a case that'll last, this one's a sure thing. BTX support with 1mm steel frame means it ain't gonna be discarded anytime soon.
