How would you fix this OS installation dilemma?

I have a 250GB Seagate Hard drive and want to partition it to 60GB and 190GB and install Windows XP and other program files on 60GB.
Since the hard drive in not factory formatted to NTFS, during installation of XP windows allows me to format and partition the drive to 60GB of NTFS and rest unformatted.
After installing XP, then I can go to Disk Management and format the left over 190GB to NTFS but, I can only assign the drive letter as E: or above, since C: and D: (DVD-Rom) are taken. I would really really really love to make the 2nd partition D and DVD-Rom E:.

I tried using Seagate's DiscWizard Starter Edition through bootable CD disk (do not have floppy drive), but right after boot up I get a black screen, the DiscWizard Starter Edition menu does not show up.

So after all the reading, I would love to assign the 2nd partition to be D: and how to fix Seagate's DiscWizard Starter Edition black screen.

In Disk Management, find your DVD-ROM and assign it to E, then format the second partition. You can reassign any drive letters except the one assigned to the boot partition.
