What I found somewhat fascinating the times I have gone to Tijuana both when I was in the Navy and later in the mid 90's when I was in San Diego for business was that if you drove into Mexico they had a lineup of cars and customs agents like any other border crossing. On the other hand if you parked in the lot at the border and walked across there was one of those tall revolving gates like you see in some subway stations and no one there to check anything whatsoever. I am guessing Mexico must not have a large problem with people trying to sneak into it unless they sneak in by car.

Treat you badly. For all the crap that Mexico is they have people coming from even crappier countries (their southern borders) with the goal to keep THEM out. Anyway, nobody in their right mind would move to Mexico. Sometimes I see people on HouseHunters moving there and wonder wth is wrong with them.
