How to verify CPU functionality?

My friend has an older PIII setup that will not boot, we tried another CPU in the motherboard but it too does not boot. Is there a definative way to verify if the processor is faulty or the motherboard? When power is supplied there is no beep, fans spin but no CMOS beep. Thanks!
 
If you tried another CPU and it did the same thing, why question the original CPU?
I would assume it was the memory or MB, possibly the PS (fans spinning doesn't always mean the PS is working correcly).
