How to uninstall/reinstall DirectX9.0c?

There was a problem with my install, so I used an uninstall tool on the internet, and it replaced my DX9 install with the original DX8.1. It seemed to do so properly, now when I go to dxdiag it says I have DirectX8.1 installed, but when I try to install DX9.0c, the installer says that the component are already installed. Is there any way to force a reinstall of DX9 or something? (I've tried both the web installer and the redist)
 
Wow, I reinstalled SP2 and now it can't load half the drivers. Including the video drivers. Half the icons in the control panel are gone, and the My Computer properties don't work. Right now I'm posting in 16 colors, heh, kind of a funny sight. But oh well, something is really screwed with my computer so time for a re-format. Thanks anyway!
