How to troubleshoot Outlook 2010 Outgoing issues?

Hi,

I have Outlook 2010 on a Win7Enterprise machine which was just upgraded from a XP machine with Outlook 2010.

The email account will receive emails fine from the IMAP server on port 587 (outgoing) and 147 (incoming), but sending them doesn't work.

Outlook gives this error: Task 'events@xxxx.org - Sending' reported error (0x8004010F) : 'Outlook data file cannot be accessed.' but within Outlook the data files/.pst are pointing to the right location.

When I try to repair the settings it can't find the outgoing server. Anti-virus and firewall are off. Everything is updated and I can use web access for the account fine to send and receive.

I was messing around with telnet a bit, but I can't get some of the commands to work. Any ideas on how to troubleshoot issues between the computer and mail server?
